    समुदायों की सुरक्षा से जुडा मुद्दा उठाना विचार के स्तर पर अभाव को दर्शाता है जैसा कि लास एंजेल्स टाइम्स ने इसे विश्व्सनीयता का अभाव कहकर खारिज कर दिया है। रिपोर्ट ने न्याय विभाग के “ व्यापक गैंग माडल” की प्रंशसा करते हुए उसे लचीला ढाँचा बताया है जिसने कि गुटीय आधारित अपराध को कम किया है। गुटों के साथ संघर्ष के लिये तो यह सुखद सूचना है लेकिन गुट तो आपराधिक व्यवसाय है जबकि इस्लामवादी हिंसा तो विचारधारागत युद्ध है। गुटीय सदस्य तो गुंडे होते हैं जबकि इस्लामवादी तो प्रतिबद्ध होते हैं। इनकी तुलना तो समस्या को एकदम से तोडमरोड देती है। हाँ यह सही है कि दोनों ही हिंसा के मार्ग का अनुसरण करते हैं लेकिन एक तकनीक का दूसरे पर प्रयोग करना वैसे ही है जैसे कि पेस्ट्री बनाने वाले को आग बुझाने वाले को सुझाव देने को कहना ।
